Purpose and non-clinical boundary

This guide describes the operational handoffs for a passenger who may need a wheelchair, accessible route, escort or communication support at an airport. It covers booking, confirmation, check-in, security, boarding, disembarkation, baggage and arrival release; it is not a medical fitness assessment, evacuation plan or promise of airline or airport performance.

The Civil Aviation Administration of China requires carriers, airports and ground service agents to provide specified facilities or special services to eligible passengers, while also setting conditions and limits. Actual eligibility, aircraft capability, route coverage and airport resources must still be confirmed by the operating carrier and airport for the current itinerary.

Describe needs at booking

At booking, state the practical assistance needed in plain language: walking distance, stairs, transfer between a personal wheelchair and seat, airport escort, cabin wheelchair, visual or hearing communication, service animal or an accompanying person. Include the flight number, operating carrier, airport, connection and whether a personal or powered mobility aid will travel.

Ask the carrier or its authorised sales channel to repeat the request in writing, identify the service code or category it has recorded, and state the latest application deadline. The CAAC measure requires certain requests, including powered-wheelchair carriage and cabin wheelchair support, to be made no later than 48 hours before departure, but an airline may publish a different operational cut-off or route condition.

Confirm the airport path

Request a step-by-step confirmation covering the accessible entrance or service desk, check-in, security, gate, aircraft door, transfer airport and arrival point. Ask whether an escort stays with the passenger, where a personal wheelchair is handed over and returned, and how a connection or aircraft change is handled.

Keep the carrier's response, application form and any equipment instructions together with the ticket record. China Eastern's published wheelchair guidance, for example, distinguishes ground, apron and cabin wheelchair services and advises early arrival, while noting that airport and aircraft resources affect availability; another carrier or airport may use different categories and times.

Prepare documents and equipment

Prepare the assistance confirmation, ticket, identity document, contact sheet, connection details and a short instruction for the mobility aid. For a powered wheelchair, ask the operating carrier about battery type, isolation, dimensions, weight, detachable parts, packing and dangerous-goods requirements; do not infer acceptance from a generic baggage allowance.

Mark removable parts and photograph the aid before handover if the passenger chooses to do so, then request a baggage or mobility-aid receipt. Keep medication, essential communication tools and critical personal items under the passenger's control according to applicable security and carrier rules; staff assistance does not mean staff should receive confidential records or payment credentials.

Run each handoff

At departure, arrive within the carrier's instructed window and ask the service desk to verify the recorded request before checking in. At every transfer, use a simple closed-loop exchange: the outgoing staff member names the next point, the passenger or companion repeats it, and the receiving staff member confirms custody of the passenger and any mobility aid.

At arrival, confirm whether the aid will be returned at the aircraft door, a designated airport point or baggage reclaim, and who will escort the passenger to the agreed meeting place. CAAC rules describe arrival assistance and prompt return expectations for qualifying cases, but a delayed, damaged or rerouted aid requires an immediate written report to the carrier or airport under its current process.

Escalate without overpromising

If the request is declined, changed or unavailable, ask the operating carrier for the reason, alternative equipment, revised route and a written owner for the next step. If a flight is disrupted, request current information about rebooking, rest space, accessible accommodation and the mobility-aid plan; do not assume a ticket change preserves the original assistance approval.

ChinaCareAccess can help organise a non-sensitive handoff checklist or a concise question to the carrier, airport or authorised agent. It cannot operate airport equipment, provide clinical care, certify fitness to fly or guarantee a service; the final confirmation must come from the responsible airline, airport or ground service provider.
